The ADEME wanted to explore the usefulness of ex-ante evaluation procedures as part of the development of adaptation strategies. To do so, ten examples of ex-ante evaluation applications were analysed to update the types of preferred methods, their contexts and characteristics and reproducibility conditions by the French local authorities. The analysis of these ten case studies helped to highlight the similarities and differences of application in particular in the context of adaptation to climate change.
Fresh Thoughts contributed to the project by carrying out identification of potential case studies across Europe where ex-ante evaluation methods had been applied.
