The ADEME wanted to explore the benefits of ex-ante evaluation procedures in the context of developing adaptation strategies. To do so, ten examples of ex-ante evaluation applications were analysed to update the types of preferred methods, their contexts and characteristics as well as the conditions for reproducibility by the French local authorities. The analysis of these ten case studies helped to highlight the similarities and differences of application, particularly in the context of adaptation to climate change.
Fresh Thoughts contributed to the project by identifying potential case studies across Europe where ex-ante evaluation methods had been applied.
