Cost Effectiveness Analysis within the Water Framework Directive

The aim of this study was to provide an overview and evaluate the application of cost-effectiveness analysis (CEA) methods in the implementation of the Water Framework Directive in France and in Europe. To this end, the project investigated the degree to which CEA methods are applied in France and other Member States and the role CEA plays in decision-making. The team analysed which factors influenced the scope of application, such as governance structures, political culture and availability of resources and data. Additionally, the project undertook a comparative analysis of the main methodological choices. The results of this project culminated in recommendations regarding methodology and necessary preconditions for applying CEA in WFD decision-making processes. Fresh Thoughts supported the work through analysing the use of CEA in Germany, Luxembourg and Austria.
