Framework Contract to Support the implementation of the Water Framework Directive

The implementation of the Water Framework Directive (WFD) poses enormous challenges to the Member States as well as to the European Commission. The main objective of this framework contract was to provide advice on scientific, socio-economic, and technical issues related to the WFD on an as-needed basis. As part of a pan-European consortium, Fresh Thoughts supported the European Commission in the implementation of the Directive as the Country lead for Germany and as the Topic lead for environmental objectives and exemptions, measures related to agriculture, and adaptation to climate change for the compliance check of the river basin management plans.

Additionally, Fresh Thoughts supported the Expert Group on water and agriculture by attending EG meetings, drafting minutes of these meetings, preparing papers on the links between the CAP and WFD, and supporting the content development of the annual water-agriculture conferences. Recent work under the Framework contract also included assessing the agriculture measures in the RBMPs.
