Second Evaluation of the DAS – Methodological development and implementation of a policy analysis for the evaluation of the German Strategy for Adaptation to Climate Change (DAS)

The project “Second Evaluation of the DAS – Methodological Further Development and Implementation of a Policy Analysis for the Evaluation of the German Strategy for Adaptation to Climate Change (DAS)” aimed to examine Germany’s efforts to actively adapt to the consequences of climate change with regard to processes and effectiveness.

The DAS and the associated Adaptation Action Plans (APA I-III) form the national policy framework for Germany’s adaptation to climate change. Work processes and activities of the federal ministries were recently examined in more detail in a first evaluation of the DAS. However, important implementation steps are also taken at the sub-national level by federal states, municipalities and other, non-state actors. At the same time, EU policies and international developments have an influence on Germany’s climate adaptation. The aim was to develop a streamlined evaluation methodology that takes these aspects into account and allows to show progress on adaptation in Germany, also at sub-national level. The results will be used for the further development of the adaptation process in Germany as well as for the fulfilment of international reporting obligations.
